THE GENERAL DELEGATION IN THE PHILIPPINES
 
The General Delegation in the Philippines, erected by the Decree issued by the Minister General and His Definitorium on March 25, 1959, was suppressed by the decree of the Minister General and Definitorium of June 24, 1970. The decree of the suppression requests the General Delegation to turn over to the vicariate its archives and other pertinent matters.
 
The fiars that served in the position of Delegate General all these years has been the Very Rev. Aloysius- M. Contreras, to whom the Franciscan Order in the Philippines is greatly indebted among other things, for Our Lady of the Angels Seminary and the work for the unification of the Franciscan Order in the Philippines now ended with the erection of the Vicariate. THE ERECTION OF THE FILIPINO FRANCISCAN VICARIATE OF ST. GREGORY THE GREAT

The Filipino Franciscan Vicariate of Saint Gregory the Great was officially erected as an independent entity by the Decree of the Sacred Congregation of Religious and Secular Institutes, issued in Rome on March 23, 1970.

The General Curia formulated the Norms to be followed in the implementation of the Erection. These Norms were issued on March 21, 1970.

The Official Decree of Erection from the part of the Franciscan Order was issued by the General Curia on March 25, 1970.

These historic events were the crowning development of about a decade of tireless work and effort even in the face of disappoinments and countless setbacks.  And we gratefully acknowledge that the Erection of the Vicariate has been made possible by the Grace of the God as well as with the help of the sacrifices and prayers of our confreres.

The First Superior of the Vicariate Vicar - Fr. Silvestre Murillo,  Provicar - Fr. Bernardo Fernando, OFM.

The members of the Council are:  Fr. Cayetano Sanchez, OFM and the Superiors of the Foundtions, who, according to N.8 of the Norms, will be the Councilors during the first three years. It may be noted, however, that the office of Councilor is attached to the office as Superior of the Foundation and not to the person. The superiors at present who are Members of the Vicar's Council are:   Fr. Fortunato de Pellegrin, of Cagayan Foundation,OFM, Fr. Adalbert Kalenty,OFM, Fr. Bede Clancy, (acting Superior.) of the Leyte Foundation, and Fr. Bruno Hicks, of the Negros Oriental Foundation. Transitional period: 1982-1983
 
The period 1982-1983 was a transitional stage in the history of the Franciscan entity, marking fresh beginnings for the friars. It was so not only because they had come out with a common direction expressed in the CVM (Charism, Mission, Vision) Statement. but also because it was the period when the conversion of the Vicariate into a fullfledged Province took place.  At the 4th Vicarial Chapter, held at Lucena City on February 8-13, 1982, the delegates elected Bienvenido Baisas and Jaime Yakit as Vicar and Pro-Vicar respectively and Francisco Reyes, Nemesio Angus, David Turnbull and Rogelio Covero as Councilors.  At the same gathering , the delegates formally expressed the interest in petitioning that the Vicariate become a Province and mandated the new officers to make the petition. The response, both positive and quick, aborted the triennium 1982-1985.
 
The Province of San Pedro Bautista in the Philippines was inaugurated on January 25, 1983.  The title was named after a Spanish Franciscan missionary who worked in the first evangelization of the Filipinos and was martyred in Japan.  Appointed to lead the new Province were Bienvenido Baisas as Provincial , Jaime Yakit as Vicar, and David Turnbull, Antonio-Ma. Rosales(Jesus Galindo), Generoso Pastidio and Nemesio Angus as definitors. "Contextual Evangelization in the Philippines: A Filipino Franciscan Experience by Fr. Oscar A. Ante, OFM"; 1991; page 67
